Kester J. Nedd, D.O.

Founder, Chairperson & CEO

Dr. Nedd is a board-certified neurologist with subspecialty training in neurological rehabilitation and trauma and is the former head of neurotrauma and rehabilitation at University of Miami/Jackson Memorial Health Systems. Dr. Nedd has extensive experience in managing specialty networks, third-party administration services, health information technology, care coordination, and value-based healthcare. He is also the founder and CEO of Design Neuroscience Center, JIPA Network, MedAdmin Solutions, and Network TPA.

Pamela Youssef, MD

Chief Medical Officer, ISA

Dr. Youssef is a board-certified neurologist and President of Design Neuroscience Center, currently practicing as a neurohospitalist and serving as head of neuroscience center growth strategy at HCA Florida Kendall Hospital. She completed her neurology residency at the Medical College of Wisconsin.

Khan Nedd, MD

Board Member and Advisor, ISA

Dr. Khan Nedd is a board-certified internist with extensive experience as a hospitalist and infusion therapy specialist. He serves as President of the Board of Trustees for the W.K. Kellogg Foundation and holds board positions with Hope Network, the Grand Rapids African American Health Institute, Key Green Solutions, and Hospice of Michigan. Passionate about building inclusive and collaborative work environments, Dr. Nedd has dedicated much of his career to addressing healthcare disparities and advancing diversity through research, leadership, and advocacy.

Ritesh Kaushal, MD

Medical Director, ISA

Dr. Ritesh Kaushal is president of Advanced Neuroscience Institute. He is a neurointerventionalist based in South Florida, specializing in stroke and cerebrovascular diseases, including intracranial vessel occlusion, cerebral artery disease, aneurysms, AVMs, and other complex neurological disorders. He also specializes in interventional pain management. Dr. Kaushal is affiliated with Palmetto Hospital, Hialeah Hospital, North Shore Medical Center and Florida Medical Center. With extensive expertise in interventional neurology and neurocritical care, he has authored over 50 publications and contributed to numerous international presentations and book chapters. Dr. Kaushal is a member of the American Heart Association and is dedicated to empowering patients with the knowledge they need to make informed decisions about their care.

Tabassum Khan, MD, MBA

VP, Revenue Cycle Management & Network Administration, JIPA Network

Dr. Khan brings extensive experience in healthcare facility financial operations, including contracting, revenue cycle management related to billing and collections, and chargemaster development and implementation. She has played a key role in the implementation of Cerner systems at major hospitals and has been actively involved in the development and execution of key performance indicators (KPIs) focused on IT system adoption, change management, and operational efficiency.

Debbie Shumake

Executive Vice President and Director of Operations, MedAdmin Solutions, Inc. and Network TPA, LLC, Head of Third-Party Administration, Network Management & Contracting, ISA Network & JIPA Network and COO, JIPA Network

Ms. Shumake brings over 35 years of experience in claims management for Indemnity, PPO, and POS products with companies including ITT Hartford, Lincoln National, Jefferson-Pilot Life, American United Life, and SouthCare, as well as managing delegated managed care and capitation claims for regional and national health plans such as Aetna, BCBS, Humana, CIGNA, CarePlus, AvMed, Simply, and Medicare/Medicaid. She has extensive expertise in TPA infrastructure management, including standards development, site reviews, quality control, workflow and process implementation, case management, claims analysis, payment oversight, and privacy compliance. Additionally, she is experienced in subrogation and claims administration from reinsurance, including rate analysis, claims auditing, filings, and financial reconciliations for individual groups, state associations, and national plans.

Wiebe Boer, PhD

Chief Growth Strategy Officer, ISA Network and JIPA Network

Dr. Boer began his consulting career at McKinsey & Company and Boston Consulting Group, where he advised Fortune 500 companies on growth strategies and organizational transformation. He later held senior leadership roles at the Rockefeller Foundation and the Tony Elumelu Foundation, and served as CEO of All On, a Shell-funded renewable energy investment platform in Nigeria. With more than two decades of leadership experience across five countries and multiple sectors, including consulting, philanthropy, higher education, and renewable energy, Dr. Boer brings a global perspective and a deep expertise in mobilizing private capital for public good and corporate growth and development.

Leonce Limousin

Chief Technology Officer, ISA Network and JIPA Network

Mr. Limousin brings extensive experience and deep expertise in the development and management of HIPAA-compliant software systems, with a focus on optimizing healthcare data processing and enhancing system reliability. He is a leader in the development, implementation, and management of health information management systems, including third-party administration and insurance management platforms, as well as systems supporting revenue cycle management, electronic data interchange (EDI), and electronic medical records (EMR).

Kesan Buddy

VP of Operations, Planning & Business Development, JIPA Network

Ms. Buddy brings more than a decade of executive experience in healthcare operations and strategic leadership across the United States, Latin America, and the Caribbean. She is recognized for her expertise in operations management, revenue optimization, strategic planning, deal structuring, and regulatory compliance. Since 2019, Ms. Buddy has played a central role in the development and implementation of National Health Insurance Systems Provider Network Organizations. Leveraging her expertise in care coordination and care management systems, she has driven significant cost containment and cost avoidance across health insurance and clinical operations.

Rick Peraza, MBA

Practice Administrator, Design Neuroscience Center and Advisor to ISA Network

Mr. Peraza brings more than 20 years of experience in healthcare management and operations across diverse practice settings, overseeing complex, multi-location organizations with a wide range of ancillary services. He is deeply passionate about coaching, training, and team building, with a strong focus on process improvement and organizational growth.
